Estimating scoping is considered by many to be the most difficult part of software estimation. The first step in preparing an estimate is to come up with an estimate of the project scope, or volume.
Detailed Scoping, Estimating and Planning Phase includes:
Scope Development - In addition to the scope prescribed by NPP Volume Four, the project team validated that no unknown major risk items existed and identified all scope completed since startup of Unit 1 or that is planned to be completed within the next 5 years.
Project Estimate - The project team prepared budgetary estimates based on identified scope, with allowances for contingency and escalation. Estimate rates were based largely on BFN Unit 1 actual experience. Material cost estimates were obtained for major components from suppliers.
Project Plan & Milestone Schedule prepared for all phases of the project.
